Michigan lawmakers are on the verge of approving a bill that would enable the governor to appoint "emergency managers" -- officials with unilateral power to make sweeping changes to cities facing financial troubles.
Under the legislation, the Michigan Messenger reports, the governor could declare a "financial emergency" in towns or school districts. He could then appoint a manager to fire local elected officials, break contracts, seize and sell assets, eliminate services - and even eliminate whole cities or school districts without any public input.
The measure passed in the state Senate this week; the House passed its own version earlier. The two versions of the bill are expected to be reconciled next week, and Republican Gov. Rick Snyder has said he will sign the bill the bill into law.
Democrats and their allies are decrying the legislation as a power grab and say it's part of a wider effort taking place in several states, such as Wisconsin, to weaken labor unions.
"It takes every decision in a city or school district and puts it in the hands of the manager, from when the streets get plowed to who plows them and how much they are paid," said Mark Gaffney, president of the Michigan State AFL-CIO. "This is a takeover by the right wing and it's an assault on democracy like I've never seen."
U.S. Rep. John Conyers, a Democrat who represents Detroit, said in a statement that in a given city, the governor's new "financial czar" could "force a municipality into bankruptcy, a power that will surely be used to extract further concessions from hardworking public sector workers."
He said the legislation raises "serious constitutional concerns." On top of that, he said, allowing an "emergency manager" to dissolve locally elected bodies "implicitly targets minority communities that are disproportionately impacted by the economic downturn, without providing meaningful support for improved economic opportunity."
Republican state Sen. Jack Brandenburg said several urban areas of the state, especially Detroit, are in "bad shape" and require "financial martial law," the Daily Tribune reports.
The emergency manager, he said, "has to have the backbone, he has to have the power, to null and void a contract." In response to concerns that local leaders will have to cede control, Brandenburg said, "I'll tell you what, I think that in a lot of these places there is no control."
An emergency manager would only be put in place if several other steps to save a city's finances failed, and Snyder has said in recent weeks that removing elected officials or breaking contracts would be a last resort for an emergency manager. In addition, the legislature would have the power to remove an emergency manager.
As the "emergency manager" bill nears final passage, state lawmakers are also considering Snyder's proposed budget, which would cut spending on schools, universities, prisons and communities, according to the Detroit Free Press.
Snyder has also proposed eliminating $1.7 billion in tax breaks for individuals while cutting $1.8 billion in taxes for businesses to spur job growth. Much of the $1.7 billion in new tax revenue would be "coming from retirees, senior citizens and the working poor," the Free Press wrote in an editorial.

On March 19, 2011 it’s been only three short days we have gone to the brink of an unimaginable catastrophe that does not seem so bad if you read the mainstream press. Only light radioactive showers predicted for the weekend over southern California. Nothing to worry about!
The Japanese government said Saturday the 19th radioactive iodine turned has already turned up in tap water in Tokyo and five other areas. Of course they add in the double speak saying that it’s only “small but safe amounts of” of some very dangerous stuff.
Best way of conceptualizing this event: The largest nuclear complex in the world is now in the process of becoming the hottest radioactive emitter in the world with deadly plutonium in the mix. Very soon the showers will turn heavy and no one is going to want to be in the jet streams path. Already they are starting to measure the exposure to the people local to the disaster in terms of how many CAT scans of radiation they are being exposed to as if these medical scans were safe, which they are not.

Plutonium air concentrations could be on the order of hundreds of micrograms per cubic meter of air at one kilometer from the release site. Individuals breathing this air would inhale enough plutonium to cause cancer with certainty within minutes,” said Dr. Edwin S. Lyman of the Nuclear Control Institute. This is the nightmare of nightmares. There is an incredible amount of plutonium in this plant that could very well put us all in supercritical danger.

The radiation measured in the atmosphere quadrupled within a few weeks after the beginning of the 2003 campaign, and at one of the five monitoring locations, the levels required two official alerts to the British Environment Agency.
Within nine days of the start of the Iraq war on March 19, 2003,
higher levels of uranium were picked up on five sites in Berkshire.

As far as we know, this is the first evidence that uranium aerosols from battle use have been shown to travel so far.” The military, essential partners in everything nuclear, have been playing with the nuclear fires on the battlefields and the stuff is getting back home. Typical they would not tell us commoners anything about it. Will they tell us when things get completely out of control in Japan?
The shattering truth of all this leads us to the conclusion that radiation travels with ease on the winds and the jet stream long, very long distances, so it’s a big mistake to assume we’re out of harm’s way. Busby and Morgan made it perfectly clear that “the evidence from the present analysis is implicit in the results; i.e., the increases found clearly demonstrate that the uranium particles are capable of long-distance travel.”
Busby and Morgan continue saying, “Despite many pieces of evidence that the uranium aerosols are long-lived in the environment and are able to travel considerable distances, this is the first evidence as far as we know, that they are able to travel thousands of miles. The distance traveled from Baghdad to Reading following the wind patterns implicit in the pressure systems at the time is about 2,500 miles. Although this transport may be hard to believe at first, the regular desert sand events that occur in the UK should teach us that the planet is not such a large place, and that with regard to certain long-lived atmospheric pollutants, no man is an island.”
After traveling 2,500 miles, if the exposure to the English was
23 million uranium particles, it is anyone’s guess the amount of
fallout that reached the United States. Odds are that everyone in
the northern hemisphere was contaminated to one degree or another.

(NaturalNews) Almost as if on cue, the mainstream media today halted nearly all accurate reporting of the worsening situation in Japan, writing off the whole thing as a “non issue.” This all happened in a seeming coordinate effort following President Obama’s speech on Wednesday that urged Americans to NOT prepare for anything. The American people, Obama insisted, should simply watch television to “stay informed.” Shortly after, mainstream television news returned to its regularly-scheduled sports and entertainment programming, barely touching on the reality of the worsening situation at the Fukushima nuclear power plant in Japan.
Nuclear experts that were on mainstream news channels two days are now nowhere to be found today. Scary (but accurate) news stories about Fukushima have now been all but completely banned from the MSM. The press in China and Taiwan, for example, reported last night that grid power had been restored to the Fukushima reactor #2 and that the entire disaster had now been completely averted. This was a total fabrication: The truth is that power plant workers were pulled out of the area before they could even connect grid power, due to rising levels of extremely dangerous radiation near the plant.
Even if grid power were restored to reactor #2, that would not help reactors #3 and #4, where the really dangerous plutonium MOX fuel is stored. It’s 2,000,000 times more toxic than enriched uranium.
And even if they could restore power to all the reactors, there’s no guarantee that the cooling pumps will even work there. They were very likely damaged in the explosions and may not be functioning at all.

What to do in such a crisis? If you’re the government, the important action is to just lie to the people as much as possible, telling them everything’s fine. In the United States, the nuclear power industry is now in total spin mode, trying to make sure people don’t question the future of nuclear power. General Electric, which manufactured the reactors in the Fukushima power plant, experienced huge stock losses over the last few days. Now, it seems the orders from the top are to tell people nuclear power is “still safe.” GE, of course, is a huge asset holder in NBC , one of the major media players in this whole charade. I very much doubt NBC openly discloses to its viewers that its news reporting may be entirely biased because it is largely owned by the very same corporate conglomerate that earns money from the construction of nuclear power plants.
Even the radiation reporting from U.S. authorities appears to be a whitewash, as detectors in the U.S. are only reporting radiation leaked days ago out of Japan, not the new radiation headed our way.
We are now witnessing the complete transition of this entire story from the “honest reporting” phase to the new “disinformation” phase which seeks to ensure that the people of the world have no real clue what’s going on in Fukushima.
